What's the open innovation challenge?

Our society and economy are increasingly dependent on secure telecommunications networks. These networks are required for the secure operation of critical infrastructures, governmental services or in transport. They may constitute a systemic point of failure with major safety and security threats, in particular during disruptions caused by natural or human-made disasters or by cyberattacks.

Satellite communications can provide a secure space component as a self-standing element or in complement to the terrestrial telecommunications system. Terrestrial networks may benefit from satellite communication infrastructure to reduce vulnerability and increase the overall resilience.

The European Space Agency (ESA) has initiated a new ARTES Strategic Programme Line dedicated to Space Systems for Safety and Security (4s).

Who is it aimed at? 

This is aimed at supporting the development of safe and secure satellite communication systems. It is to improve telecommunication infrastructure resilience and contribute to the development and adoption of security and safety applications.

3 separate calls for the following focus areas will be issued:

  • Safeguarding Essential Services (call open)
  • Safety of Future Transport (call open)
  • Satellite Applications for Public Safety (more information to follow)

ESA Space Solutions is offering 100% funding for feasibility studies of up to €250,000.

The applicable funding level is subject to authorisation by the relevant national delegation.

Bidders are requested to obtain evidence in the form of a letter of authorisation by their respective delegations before submitting a proposal.
